Prime Minister Mikhail Mishustin approved the strategy for the development of the construction industry and housing and communal services until 2030. The objective of the strategy is to make housing more affordable for Russians.

The strategy analyzes the housing rental market in Russia. According to the government, there is practically no legal rental market in the country. 95 percent of rent falls on the shadow sector. That is, homeowners do not pay any taxes to the budget. It is proposed to increase the transparency of rental housing by creating digital tools.

Mortgages are also included. The strategy says that for 30% of Russian families, buying a home with a mortgage is not available even if the loan rate were zero. In this regard, the government proposes to develop commercial, non-commercial and social rental housing markets, depending on the income level of citizens. In particular, the strategy provides for the construction of up to 5 million square meters. meters of rental housing per year. Waiting in line for housing should be reduced in Russia to 5 years by 2030. By this time, as the government expects, all citizens who were on the waiting list at the beginning of 2022 should be provided with housing. This is almost 750 thousand families. And until 2025, the living conditions of the disabled and families with disabled children, as well as certain categories of citizens living in the Republic of Crimea and Sevastopol, should be improved.

Implementation of the strategy will cost 150 trillion rubles. most of which are extrabudgetary sources.

On Wednesday, the prime minister also held a government meeting. Mishustin spoke about the success of farmers: Russia has reached a record for grain harvest this year. The grain harvest amounted to more than 150 million tons.

In addition, more potatoes, greenhouse vegetables, fruits, soybeans and rapeseed were harvested this year than last year. Thus, more than 1.6 million tons of vegetables will be grown in greenhouses for the first time. A record harvest is also expected in horticulture – at the level of 1.46 million tons. The record will also be reached in the collection of oilseeds. Also, according to the Ministry of Agriculture, more than 43 million tons of sugar beet, 7 million tons of potatoes and about 5 million tons of open ground vegetables will be harvested.

As the prime minister noted, the successes of farmers increase the level of food security in Russia. The current harvest will be enough both for Russia itself and for export supplies.

Mishustin instructed the government to provide farmers with seeds, fertilizers, fuel and lubricants for the successful completion of autumn field work.

– It is necessary to help agribusiness with the renewal of machinery and equipment of domestic production. And also – in full and on time to bring the means of state support to agricultural producers, – the prime minister noted.

This year, the government allocated about 380 billion rubles to the state program for the development of agriculture. Farmers can also take out a loan at a reduced rate of up to 5%.

“We hope that such an integrated approach will provide our citizens with high-quality and affordable food products, and the Russian agricultural industry will continue to develop intensively,” the prime minister said.
