“United Russia” consolidated supported the draft budget for 2023-2025 in the first reading

The draft federal budget for 2023-2025 was adopted in the first reading on October 26. The faction of “United Russia” consolidated voted in his support. The draft budget reflected all the initiatives and instructions of the President, which he gave in the Addresses of 2020-2021 and at the Congress of United Russia, and the financing of all blocks of the party’s people’s program was worked out in detail with the sectoral ministries, vice-premiers and separately with the financial block Governments represented Finance Minister Anton Siluanovnoted Secretary of the General Council of the Party Andrei Turchak at a meeting of the United Russia faction before a plenary session in the State Duma.


The social obligations of the state to citizens for the next three years are secured. Funds are planned for the indexation of current benefits and the emergence of new ones. Funds for the payment of maternity capital have been increased (from 443 billion rubles in 2022 to 551 billion rubles in 2023) and payments at the birth of children. The capital for the first child will be 589 thousand rubles.

More than 30 million pensioners will receive an indexed pension – the amount of the old-age insurance pension will exceed 21,000 rubles. Payments will be increased in connection with the growth of the subsistence minimum – up to 14,275 rubles. The minimum wage will increase to 16.2 thousand rubles. This will lead to an increase in the salaries of 3.5 million public sector workers.

Funds are provided to ensure the technological independence of the country, the security of the state and the development of new territories in Russia.

“We are also talking about the development of infrastructure, we are starting new programs, such as reforming housing and communal services, replacing old communications, boiler houses. Replacing road infrastructure as part of a five-year plan. Agriculture and rural development – 480 billion rubles for the next year alone. Defense security – the money is pledged for the upcoming three-year period. Here and monetary allowance, and uniforms. Development of new territories – resources are provided to fulfill social guarantees for residents. There is money, – noted Finance Minister Anton Siluanov.

As the Secretary of the General Council of United Russia emphasized, in some areas of the people’s program of United Russia, it was possible not only to maintain, but even increase funding in the budget.

“For example, next year, under the party project “Formation of a Comfortable Urban Environment”, funding will increase to 56 billion rubles – almost 6 billion. Funding for hot meals for schoolchildren will increase by more than 4 billion,” – said Andrey Turchak.

Also, according to him, the necessary funds are provided to ensure social standards and restore infrastructure in four new regions of Russia – the DPR, LPR, Zaporozhye and Kherson regions.

“Our task is to do everything so that new schools, kindergartens, clinics, hospitals, first aid centers, and comfortable housing become the continuation of financial lines. So that people have the opportunity to return to normal life as quickly as possible, ” – emphasized Secretary of the General Council of United Russia.

He noted that United Russia’s work on the federal budget does not end with the vote in the first reading. By a resolution of the State Duma for the second reading, the party proposes to provide for a number of amendments.


The first block of amendments concerns the development of the village and support for the agro-industrial complex. United Russia proposes to increase funding for the Comprehensive Development of Rural Territories program by 8 billion rubles. This will make it possible next year to provide almost 31,000 people with central gas supply, 65,000 with central water supply, 32,000 with FAPs, and more than 110,000 with infrastructure for physical education and sports.

“We propose to increase subsidies for agricultural land reclamation by 1 billion rubles – from 2 to 3 billion. Grant support for scientific and technical projects in the agro-industrial complex will increase by another 1 billion. And the subsidy for the supply of equipment to farmers on the terms of preferential leasing grows by 1.5 billion rubles. This will provide additional support to 4.5 thousand agricultural producers. Separately, I would like to highlight the proposal to increase funding by more than 8 billion to eliminate the digital divide in the regions, primarily for rural residents,” – said Andrey Turchak.

The next set of United Russia amendments to the second reading of the budget concerns support for employment.

“With another amendment, we are increasing the organization of vocational training and additional vocational education for citizens by 1.5 billion rubles. It will cover almost 42,000 people next year. 2.7 billion – we will additionally allocate for the modernization of employment centers. The program will cover 17 regions and will significantly improve the quality of job search services. We plan to pay special attention to youth employment. Our amendment will allocate 450 million rubles to the program for the development of youth entrepreneurship. Another 250 million – to finance the training of members of student teams in working specialties, ” – reported Secretary of the General Council.

Also, United Russia proposes to increase funding for supporting citizens by 7.5 billion rubles with the help of a social contract. This will help support 400,000 citizens who will be able to receive funds for training, starting their own business, and maintaining a personal subsidiary plot.


In addition, United Russia proposes to maintain support for individual volunteer, charitable organizations, organizations of veterans and disabled people at the level of this year – 1.7 billion rubles for the second reading of the budget.

“The budget is balanced. We have done a lot of work with federal executive bodies, with the Government and the Ministry of Finance. A separate block is social obligations, they are indexed. Everything that concerns the infrastructural development of our regions is provided for. The most important thing is spending on new territories of the Russian Federation, the Donetsk and Luhansk People’s Republics, Kherson and Zaporozhye regions. Bringing all social, infrastructural standards to the standards of the regions of the Russian Federation is provided for in the budget for the planned three-year period, ” – concluded Secretary of the General Council of United Russia.

Recall that the day before, a meeting of the United Russia program commission was held with the participation of Party Chairman Dmitry Medvedev. It was devoted to financing the provisions of the people’s program in the draft federal budget for 2023-2025. It issued an instruction from the party faction in the State Duma on consolidated support for the draft budget during its first reading, which will take place on October 26.

The people’s program of United Russia, with which the party won the elections to the State Duma, includes 294 provisions, the implementation of which is envisaged from 2021 to 2025. Currently, 72 provisions (25%) of them have been fully implemented. 166 normative legal acts were adopted, including: 11 decrees of the President, 30 federal laws, 102 acts of the Government of the Russian Federation. More than 2.5 million Russians across the country took part in the formation of the program document in 2021. Residents of the regions submitted their proposals online, through questionnaires that could be obtained from social institutions and at meetings with candidates.
