“United Russia” at the front and in the rear

We admit to ourselves: the current Russia and the model of 2021 are two different countries. It couldn’t be otherwise. A special military operation in Ukraine, partial mobilization, unprecedented Western sanctions, a reversal of export flows to the East… All this required a global and timely adaptation of the legislative framework. And United Russia managed to carry it out. In 2022, the party faction in the State Duma prepared about 30 bills important for the country, which were adopted.


Perhaps the most impressive package of legislative changes concerns the special military operation. All members of the NWO, including volunteers, conscripts and civilian personnel, can now receive combat veteran status and related social benefits and support measures. Among them – a monthly cash payment, benefits when paying for “communal”, preferential travel on transport, sanatorium and medical care, tax benefits and more.

CBO participants are guaranteed the preservation of their jobs. Simply put, after demobilization, they will be able to return to the same organization and to the same position where they worked before entering the military service under a contract or mobilization.

They are also entitled to credit holidays, including sole business owners and their families. In addition, there is a ban on the accrual of penalties, interest and fines during the holidays. Individual entrepreneurs and legal entities have the right to transfer their business to trust management or simply keep its registration unchanged for a while until the owner is demobilized.

The payments of the SVO participants from write-offs in enforcement proceedings were protected, the suspension of judicial and administrative cases against the participants in the special operation and the ban on the arrest of their accounts were ensured. In addition, a moratorium has been established on penalties for non-payment of “communal” and contributions for overhaul.

Participation in the SVO will be included in the pension experience at a double rate, including for receiving a preferential pension. In addition, the party made sure that the period of conscription in the army was taken into account when assigning an early pension, which men with at least 42 years of service can go to (before the amendments, only periods of work and sick leave were taken into account).

Disabled combatants received the right to free social services. The law, prepared by the deputies of United Russia, expands the norm on this measure of support to disabled people – participants in the SVO.

We will briefly describe a number of other important legislative initiatives.

Children aged 5 to 7 are entitled to free travel on commuter trains. Children with disabilities – for free two meals a day, regardless of the form of education (at school, boarding school or even at home).

Parents got the opportunity to go to hospitals free of charge with disabled children who have restrictions on self-care and education. Thanks to the new law, such parents are now entitled to free bed and meals.

Volunteers can now claim compensation for harm to life or health they received while extinguishing fires, participating in the elimination of emergencies and disasters, helping refugees and searching for missing people.

The legal status of the St. George ribbon as one of the symbols of military glory is fixed. For public desecration of the St. George ribbon will face criminal and administrative liability.

The maximum sentence of life imprisonment is set for pedophiles for repeated acts of violence against all minors, not just those under 14 years of age. A life sentence has been introduced for similar crimes against two or more minors, as well as if the specified crime is associated with the commission of another grave or especially grave crime.

But the work of the party is not limited to lawmaking. From the first days of the military special operation, United Russia has been providing large-scale assistance to the evacuated residents of Donbass, as well as to those who remained in the LDNR, in the Kherson and Zaporozhye regions. Regional branches of the party have already delivered more than 16,000 tons of humanitarian cargo to new regions. More than 40 United Russia humanitarian centers and legal aid centers operate there.

The Party also delivers aid to the front. In October alone, more than 1.2 billion rubles were collected for the purchase of special equipment, quadrocopters, drones, communications equipment, thermal imagers and equipment for frontline fighters.

From the very beginning of the SVO, teams of Russian volunteer doctors have been formed, including from deputies of various levels. Since the announcement of partial mobilization by volunteers, about 250 United Russia deputies of various levels, including the State Duma, have left for the special operation zone.

Since March 30, a combined detachment of activists from the Young Guard of United Russia and the Volunteer Company of the Combat Brotherhood has been constantly stationed in Donbass. MGER opened its representative offices in the LPR, DPR and Zaporozhye. In total, more than 1,500 activists of both organizations went through the volunteer and humanitarian mission of the party, and in December 2022, the 25th landing of volunteers went there. 84 MGER and Volunteer Company activists went to the front as volunteers or on conscription.

“United Russia” and social movement

#WETOGETHER united to help the families of the mobilized. Volunteers provide support in a one-stop shop. During the work of the joint aid headquarters, more than 6,000 applicants, relatives of mobilized citizens, applied to them. Basically, close members of the SVO apply for accrual of due payments, additional provision of equipment, for business advice, if the called-up citizen was the owner of the enterprise, as well as for household assistance.
