The Cabinet discussed priority steps to prepare for the heating season

The Cabinet of Ministers discussed the current situation and priority steps to prepare for the heating season.

This was discussed during a conference call with regional leaders chaired by Prime Minister Denys Shmygal, Ukrinform reports with reference to government portal.

During the meeting, they discussed the current situation and priority steps aimed at ensuring readiness for the sustainable passage of the autumn-winter period 2022/2023.

The head of government stressed that preparations for the heating season began in the spring. For the second month now, the headquarters has been working to prepare for the autumn-winter period under martial law.

“Strategically, preparation includes four key aspects. The first is gas reserves. The second is a sufficient amount of coal reserves. The Ministry of Energy is working to ensure that twice as much coal reserves as it was traditionally. The third is the readiness of energy generating infrastructure enterprises. And fourth, preparing to respond to emergency situations,” Shmyhal said.

According to him, everyone in Ukraine and Europe understands that Russia will continue the energy war, using gas as a hybrid weapon, and therefore they are preparing for any scenarios for the passage of the heating season.

“We are ready to respond very quickly to the justified needs of the regions for additional resources, including the restoration of destroyed infrastructure elements. Almost UAH 3 billion has already been allocated for this and are ready to allocate additional funds if necessary,” the head of government stressed.

Shmyhal added that a 24/7 structural unit is already working under the Ministry of Regional Development, designed to strengthen the efficiency and ability of the headquarters to prepare for the heating season.

In addition, the Verkhovna Rada supported government bills to cover the difference in local tariffs and ensure the economy of the heating season.

The meeting participants also listened to the information of the Minister for the Development of Communities and Territories Alexey Chernyshov and the Minister of Energy Herman Galushchenko on the current situation and readiness for the heating season.

According to the Ministry of Energy, to date, 1.83 million tons of coal from the planned 2.5 million tons have already been provided in the warehouses of thermal power plants and thermal power plants. More than 12 billion cubic meters of gas are also stored in storage facilities.

According to the Ministry of Regional Development, the planned readiness of objects for the heating season on August 1 is 60%. In general, the country is moving within the plan (56-58%), some regions have been given the task to accelerate.

The government also assured that they would continue to support and facilitate the execution of documents for those regions that use and introduce alternative fuels.

In particular, the Prime Minister instructed the Ministry of Environmental Protection and Natural Resources, as well as the Ministry of Development of Communities and Territories to work out the issue of simplifying licensing procedures for assessing the impact on the environment in the design and construction of heat supply facilities using alternative fuels.

As Ukrinform reported, the heating season in Ukraine will start after October 15, subject to weather conditions. At the government level, it was decided not to raise tariffs for heat and hot water.
