Sanctions “ahead of the curve” would not stop Putin’s intentions

The United States believes that “preemptive” sanctions against Russia would not be able to prevent a full-scale invasion of Ukraine, because after the imposition of restrictions, the aggressor country would not have an incentive not to do so.

Queen noted that if the United States had imposed sanctions on Russia before its full-scale invasion of Ukraine, this would not have stopped the president of the aggressor country.

“That would not have prevented his invasion,” the US Chargé d’Affaires is convinced.

According to her, there are two reasons why the States were in no hurry to impose sanctions. First, sanctions should be a punishment for wrong doings. According to Quinn, applying punishment for something that hasn’t been done yet wouldn’t have the desired effect.

“Instead, saying ‘Don’t do this because we will do something in return’ would have a greater effect. If sanctions have already been imposed, then there is a feeling that there is no longer an incentive not to do the wrong things,” said the US Chargé d’Affaires .

The second reason was that the US had to make sure that the rest of the world would also impose sanctions against the Russian Federation.

“We have been working very closely with the Europeans to make sure they are also willing to impose sanctions if President Putin starts doing something. And thanks to the fact that we waited and cooperated with Europe when Putin started doing what he is doing , we have imposed such powerful sanctions not only from the United States, but also from Europe,” Queen emphasized.

She noted that Europe is very important, because it does more business with Russia than the United States. According to the United States, general sanctions are also necessary, because it is necessary to maintain unity between the allies and act only in response to Putin’s actions.
