The police registered 247 criminal proceedings on illegal actions with humanitarian aid, including theft.
Minister of Internal Affairs Denys Monastyrsky said this on the air of the telethon, an Ukrinform correspondent reports.
According to the head of the Ministry of Internal Affairs, some fraudsters use the vulnerability or helpless state of people leaving the occupied territory. There are also cases of abuse related to the supply of medicines and humanitarian supplies.
“And if we are talking about such cases, then about 247 such criminal proceedings have been opened today. 29 people have already been informed of suspicion,” Monastyrsky said.
He added that the majority of such proceedings – 197 – were opened under Article 201-2 of the Criminal Code “Illegal use for profit of humanitarian aid, charitable donations or gratuitous aid”, which the Verkhovna Rada adopted at the beginning of the large-scale aggression of the Russian Federation.
According to the minister, most cases of illegal use of humanitarian aid, charitable donations or gratuitous aid were recorded in Kyiv and the Lviv region. followed by Kharkiv region and Kirovohrad region, where hubs for the redistribution of goods are located.
Monastyrsky assured that the police promptly responds to statements and appeals. “Cyber police detect such cases, we find who is behind these schemes. By the way, very often Russian cyber specialists “hunt” like this – they specifically collect charitable stories in telegram channels, and then we understand that the Russians were behind them, collecting this help “, – said the head of the Ministry of Internal Affairs.
He spoke about cases of fraud with the alleged purchase of cars for the Armed Forces of Ukraine and NSU, for which money is collected, and then the purchased cars are sold at a market price. And some profit from the fact that they deceive people, promising to take them out of the occupied territories. “We recorded such cases in Mariupol … We are talking about different amounts – from 10 thousand hryvnias to thousands of dollars … And we know cases when people who could not leave died,” Monastyrsky said
Another fraudulent scheme is related to the purchase of fuel allegedly for the Armed Forces of Ukraine. “Of course, no one received it, and the scammers, accordingly, then resold it, receiving, as we understand it, super profits. We are talking about millions of hryvnias that were earned at one moment,” the minister stressed.
At the same time, he thanked all volunteers, international partners and caring citizens who help the Ukrainian army, the National Guard, the police, rescuers, and Ukrainians who simply need help.
“Volunteering, in principle, has become a brand of Ukraine … And we are now noting a large amount of incoming assistance, including to the system of the Ministry of Internal Affairs. These are cars, and humanitarian assistance to those people who need it and those who have left, especially from the occupied territories. And we We appreciate it very much,” he said.
