The bombing of residential areas by Russian troops is genocide of the Ukrainian people, international experts say.
This is stated in the report “An independent legal analysis of the violation by the Russian Federation of the Convention on Genocide in Ukraine and the duty to prevent”, a summary was published Ukrinform.
According to this report, the Russian invaders make extensive use of inherently indiscriminate wide-range weapons or cluster munitions, targeting densely populated areas in at least eight regions of Ukraine.
As Ukrinform reported, the report “An Independent Legal Analysis of the Russian Federation’s Violation of the Convention on Genocide in Ukraine and the Duty to Prevent” is the first to examine one of the most controversial and significant issues of the Russian invasion of Ukraine: whether this war has the characteristics of genocide.
The study is a project of the New lines Institute and the Raoul Wallenberg Center, which brought together three groups of experts. These include a team of legal scholars and experts on the issue of genocide, a team of researchers who processed information from open sources, and a team of linguists who took advantage of the wide range of primary sources that are already available – intercepted messages and testimonies. The New Lines Institute and the Raoul Wallenberg Center studied the Rohingya and Uyghur genocides, in particular, they prepared the first report confirming the fact of the genocide in Xinjiang in the understanding of the 1948 Genocide Convention.
The researchers concluded that Russia as a state is responsible for the violation of Article II and Article III (c) of the Genocide Convention, which it is obliged to comply with.
The Ukrainian national group is recognized at the national and international levels, as well as by Russia in official interstate relations. Therefore, Ukrainians are protected by the Genocide Convention.
