The Office of the Attorney General of the Nation opened an investigation for alleged irregularities in the purchase of items for the sports specialization school program aimed at children and adolescents in Santander. The investigation is carried out against the general director of the Departmental Institute of Recreation and Sport of Santander (Indersantander), Pedro Belen Carrillo Cardenas.
According to attorneyin the contract entered into on May 6, 2022 between Indersantander and the Corporación Soluciones Técnicas Agropecuarias y Ambientales (SOTEA) for close to $500 million pesos, alleged cost overruns were found in the acquisition of tennis rackets worth $4,000,000 each one and balls to practice it, for $260,000 pesos.
But the investigation goes further, the research entity is reviewing whether the assets contemplated in this legal transaction would have been purchased evading the objective selection processes established in Law 80 of 2022, for allegedly subscribing the bilateral directly, without complying with the legal formalities to make use of this modality of hiring.
The Santander Regional Instruction Office seeks to determine if the director of Indersantander and the legal adviser, Mayra Alejandra Tellez Romerocaused detriment to public assets due to the high costs reported in the signing of the business.
The Public Prosecutor’s Office also mentioned that: “it requested documentary and testimonial evidence in order to establish the occurrence of allegedly irregular conduct, the circumstances of time, manner and place of the facts, and if within the Entity there are more contracts in similar circumstances”.
Given the investigations that are being carried out for the alleged cost overruns, the Departmental Comptroller General of Santander It was pronounced: “Today, the Governor of the Department of Santander, Mauricio Aguilar Hurtado, was asked to immediately suspend the exercise of the position of Director of the Departmental Institute of Recreation and Sports while the aforementioned process of fiscal responsibility is carried out.”

This is not the only case that has been known in the last month about corruption in the department of Santander. On December 6, the Superior Court of Bucaramanga sentenced the former Secretary of Social Development, Jose Lubdin Gomez Martinezto 12 years of intramural imprisonment for a corruption case that occurred in 2011.
The sentence was given because in 2011, Gómez Martínez signed irregular way a contract amounting to 370,000 million pesos in order to support the childhood and adolescence program of the Bucaramanga Social Development Secretariat.
According to the investigations carried out, the irregularities were found in that, with the intention of giving it an apparent legality, three false proposals to implement the project, all in order to celebrate the contract with the company that was already rigged.
