How new territories will begin to live with Russia: Three years of adaptation and the unconditional right to the language

The Constitutional Court ruled that the entry of the DPR, LPR, Zaporozhye and Kherson regions into Russia does not contradict the country’s fundamental law. This is a mandatory procedure that takes place when a particular region wants to join us. Four similar Decrees (for each of the new territories) are published on the legal information portal and in the press. This is a huge 30-page document that explains literally everything: by what right do we accept the new territory, on what basis, why such a decision was made, and even when Russian laws will fully operate on the new lands.

We have selected for you the main things you need to know about the decision of the Constitutional Court.

– International treaties on the admission of the Donetsk and Lugansk People’s Republics, Zaporozhye and Kherson regions and on the formation of new subjects from them within the Russian Federation were recognized as consistent with the constitution.

– The Constitutional Court recognized the agreements, proceeding from the fact that there was a direct threat to the lives of the inhabitants of these regions, – said the chairman of the court, Valery Zorkin.

– LNR, DNR Kherson and Zaporizhia regions retain their current names when accepted into Russia.

– Within 10 days, the President of Russia will appoint acting heads of all four regions.

– The heads of the Donetsk and Luhansk republics will be in charge, and the governors of the Zaporozhye and Kherson regions.

– Legislative elections will be held on Single Election Day 2023 (second Sunday in September).

– Citizens of Ukraine and stateless persons living in the new territories of Russia are recognized as citizens of the Russian Federation (unless they declare otherwise).

– All peoples in the Lugansk and Donetsk People’s Republics, Kherson and Zaporozhye regions are guaranteed the right to preserve their native language, study and develop.

– Until 2026, a transitional period is established. During this time, full integration into the economic, financial, credit legal systems of the state should take place. The issues of military service will also be resolved.

– By the same date, the Donetsk and Luhansk republics, Zaporozhye and Donetsk regions should also enter the system of state authorities in Russia.

– Each region will be able to decide for itself whether to release from liability their residents who were mobilized into the Ukrainian army. The main condition is that they should not have committed crimes.
