During mobilization, age qualifications and conditions announced by the Russian Ministry of Defense are not observed, says Pavel Chikov, head of the Agora human rights organization, citing messages Russians who received summons. It followed from them that privates and sergeants up to 35 years old, junior officers up to 50 years old and senior officers up to 55 years old are subject to mobilization.

“Nevertheless, there are reports from the regions that privates aged 45-49 are also being called up. Summons and a mobilization order for November are being issued,” Chikov writes.

According to him, for example, a 63-year-old colonel received a summons in Moscow, a 60-year-old sergeant in Samara, a 49-year-old man who had never served in Yakutia was called up, and in Buryatia they were massively called up, including 60-year-olds.

In addition, they call on people who have never served. In Yakutia, a 58-year-old man was taken to the military registration and enlistment office, who had never served, but has a military specialty. “They came at night and handed the summons, in the morning they brought him to the military registration and enlistment office, and now he is already flying to the military unit,” his relatives said. In yet another region, summonses were brought to work for a man born in 1985 who had never served.

The Ministry of Defense answered who is not subject to mobilization

According to the Ministry of Defense, one of the main factors when calling up from the reserve is the presence of combat experience. “The sequence of conscription of citizens from the reserve has not been established, but priority is given to those who have suitable military specialties,” the department said the day before.

According to the Ministry of Defense, citizens who have a reservation, people who are temporarily unfit for health reasons, who are constantly caring for a family member or for disabled people of group I, who have four or more children under the age of 16, are not subject to conscription for mobilization, according to the Ministry of Defense, those whose mothers, in addition to them, have four or more children under the age of 8 and raise them without a husband, military pensioners who are retired and removed from the military register.
