The aggressors plan to give the main role in organizing and holding the pseudo-referendum to the pro-Kremlin organization Volunteers for Russia. Under the supervision of the special services of the Russian Federation, its participants should disperse in the region to simulate the support of the invaders by local residents, as well as to create staged stories for Russian television.

However, according to the intercepts, the collaborators “report” to their Russian superiors that the people of Kherson do not accept the idea of ”joining”, are actively resisting and are waiting for the liberation of the region.
